What is ICOPARS?
ICOPARS is an acronym for Internet-Based Contractor Operated Parts Store. Contractor is responsible for sourcing, purchasing, packing, shipping, and tracking vehicle and equipment parts and materials supporting deployed assets located in the United States Air Forces Central (USAFCENT) Area of Responsibility (AOR). Contractor provides all personnel, supervision, and any items necessary to operate ICOPARS, supplying automotive and related vehicle parts, automotive chemicals, corrosion control materials, upholstery material, and accessories for the entire deployed fleet.
ICOPARS requires an IPMS
The ICOPARS contract requires contractors to provide an Internet Parts Management System. The IPMS must meet a minimum set of requirements and is created, managed, maintained, updated, and backed up by the contractor. The IPMS is a user-friendly system for ordering parts by location and is capable of multiple user roles. There are also surveillance tools for quality assurance personnel to monitor contract performance.
Contractor Performance Assessment Reporting System (CPARS)
The following are excerpts from the most recent CPARS Report of NEI's performance of ICOPARS:
QUALITY OF PRODUCT OR SERVICE: Past performance has demonstrated extremely well that NEI can meet and exceed the ICOPARS contract requirements.
SCHEDULE: Past performance over this rating period has been outstanding, current employees all demonstrate a constant high level of effort to get the job done and done correctly.
BUSINESS RELATIONS: Our relationship, (QAP and Contractor) fosters great team work and promotes positive coordination efforts on all matters covering all aspects of the parts contract and mission support required.
MANAGEMENT OF KEY PERSONNEL: All current employees are very knowledgeable in their specific area of expertise; their research personnel are well rounded and knowledgeable of all various vehicle types and their manufacturers. NEI continues to maintain and have a great relationship with their multiple suppliers, their NIT department (network information technician) is also extremely talented, and they have proven many times over that they can meet the Governments requirements.
RECOMMENDATION: Given what I know today about the Contractor's ability to execute what they promised in their proposal, I definitely would award to them today given that I had a choice.
